B Penhall was an Alderman on East Orange Council. This photograph of him was taken in 1908. Penhall was a member of the reconsituted Council following the amalgamation of Orange and East Orange Municipalities in 1912. Penhall was a blacksmith and wheelwright of Lords Place.
